Guidance Needed for New PC Build

Hi All, I require some assistance with a new PC build that I will be doing next month. I am going to be scrounging parts from my old computer and reusing the power supply (Antec Bronze Certified 620watt PS) and GPU (MSI 7850 2gb) - the old CPU I have is a AMD 64 5600+ and is not providing me with the level of graphics I am looking for.

Basically, my goal is to run a game like the Witcher 3 really well and have this build last me a console generation (4 years minimum) with only a graphics card upgrade in the next 1-2 years. I'd also like the option of moving to a smaller, classier case in the future - something that can be in the living room and not get my girlfriend worked up (current case is a full size atx rosewill with glowing blue lights - not girlfriend friendly apparently). I'd also like something quite if possible. I'm not married to AMD or Intel but I would like something that is solid and less of a hassle in the long run if that makes sense. I don't plan on getting a 4k TV/Monitor anytime soon so I think 1080p is my limit.

I think I'll need a new processor, mobo and ram. I've got a budget of $300-350 to accomplish this task. I had started by picking out the processor, an i5 4590 based on the Best CPU for the Money article but after that I don't really know a lot about mobos or anything beyond some basics. I don't really want to drop $150 on a overclockable mobo since I don't plan to overclock. I kind of want a bang for the buck build that meets my requirements in the second paragraph - but I don't know if I am moving in the right direction with this processor or if I am overkill/underkill for what I want to do. I'd the help of this community if possible.
