Heres what I have
amd a86600k (Richland Series) with gammax 400 CPU cooler
8 gig (4gig x2) 2133mhz ripjaws memory
hd 6670 sapphire 1gig ddr5 128bit video card
cd/dvd rom
2 tb green WD hard drive 5400rpm (data)
500gig 7200 seagate hd (o.s.)
Windows 7
generic 700 watts PSU
- 2 small fans + 1 big fan (as big as the gammax 400 fan)

- sadly to say, my generic psu died down on me, replaced it with a true rated 700 watts PSU (as per tech advised me) and threw in a ups for stabilize power

Questions:
- do i already have a balanced system?
- does High end PSU (true rated) contributes to performance?
- does the new PSU already is enough for my current setup

Technical Advices please :)

Solution
It's a pretty low end system. You mentioned upgrading the gpu before but you still haven't? A psu does not affect performance unless its not enough power and it's unstable. That's not a high end psu, being generic it could be a low end psu. You can run that on a good quality 300w psu.
