Bad Fps in Skyrim with r9 290

Hi everyone,
I recently got skyrim for pc, but i've been getting pretty bad fps in the outside of the world (dropping to around 35 depending on where i look. Is this normal? Is there a bottleneck in my rig?????

(Specs
cpu: amd fx 8350 @ 4ghz
gpu: r9 290 (no oc)
ram: 1600mhz - 16gb
mobo: msi 970a g46
psu: 750 watt)

Yeah, i know. Some games run as they should (bf4 for example), but others also perform badly. Could it be because of my cpu or my motherboard????????
Edit: oh and i wrongly mentioned my ram: i realized that i actually have three sticks of 1600mhz ram that add up to 24gb. (Could this be a problem???)

I dunno what it is yet, what version of windows do you have installed? Is it 64bit? It is possible your MB is throttling down your CPU I suppose. Not sure what software tools will show the info we need. Are the RAM sticks all the same make, model and rated speed?

Yeah windows 7 64bit. And yes the ram sticks are supposed to work with each other (24gb team 1600mhz 2channel ram)

Well it sound like it could be your CPU not working properly or throttling down because of the motherboard. What we need for you to do now is download a monitoring software tool that will display your CPU speed etc. I think Z-CPU CUPID will be your best option for free. Do you have dual monitors? Cos what you can do is download CUPID, then run it and see what your core speed, multiplier, Bus speed are etc and then see what happened when you play Skyrim. What I predict is that the core speed will drop. Please give it a try and let us know. It is only a small program and easy as pie to use.

Ok, so i tested cpuz and found that on idle the readings are the following:
core speed: 3999.78 mhz
multiplier: x 20
bus speed: 199.99 mhz
ht link: 2399.87 mhz

the thing is though, that they didn't change at all (the core voltage was jumping between 1.400 and 1.408 v, but that was it!!) IS THIS BAD???????????

Well &$^%!!! I have no idea what the fault is. Your problem has me stumped!! But you were looking at idle, can you check it under full load, like when you play skyrim?

Did you ever fix this problem? ALso, maybe if you re-install Skyrim, in case it was a bad install all over your HDD. Although I doubt that would make a difference.
