Multiplier on q6600 speedstep not going above 6 even under full load

I have a q6600 on a IPIBL-LA motherboard with a locked bios. When I ran a stress test on prime95 with CPU-Z open, I realised the multiplier refused to go above 6, even under full load, which effectively limited my core speed to 1600mhz (bus speed=266.64mhz) Is this a reporting issue related to CPU-Z or is my processor infact being limited to 1600mhz? If it is being limited, is there any way I can fix this? Considering this is a locked BIOS I have no access to C1E and EIST or anything along those lines. Any help would leave me extremely grateful. Thanks in advance.

found some note on it .... the ratio is 9 .... 266x9=2.40

the way i was OC is something like this
set my mhz from 266 - 450 ( bus speed)..... so then 450x9 = 4.050
but i also change the multiplier to 8.5 ... so it 450x8.5 = 3.825
that is what i OC mine to 3.825

so basically you change your Bus Speed MHZ and not your multiplier ... because i remember on some mother board don't let you change multiplier ...

I cant change any of those settings, its a locked bios. Everything is at stock and hasnt been OC'd. And yet the multiplier wont go above 6 though speedstep allows anything between 6 to 9.
