Your PC has better graphics, processor and RAM, but it lacks internet, optics and an external sound card. It's very good, but you can use R7 260x instead and add an ethernet adapter and it'll be good. FX-6300 has more cores than the i3-4350, but both are similar in performance. RAM is always the same, 8GB DDR3 is ok. Both of them will play newer games, but beware, if you get R7 260x and AMD R3 Value RAM, you can get FX-6350, which is better, but depending on the prices, it may get over 600$. So yeah, a pretty good build.

Another thing you need to pay attention to is that these are online games. Therefore you need to have a decent internet connection. Also being close to where your server is being hosted will also decrease lag.

That would be hard. You could run GTA IV though with these. If you'll let me, I could make you a budget configuration for playing BF4, since these will be enough for GTAIV. I'll make it on PCpartpciker so you won't hassle with creating your own. Avatar Gaming can actually run BF4 on Low-Med, some settings may go to High, but that's unneeded. Avatar Gaming is best-buy, and it comes with an OS. Cyberpower PC Gaming Ultra computer are good, but 1TB is obligatory. I suggest going for Avatar or this one: http://www.newegg.com/Product/Product.aspx?Item=N82E16883229497

Also, the system requirements for GTAV are uknown, so you could run it on Medium and Low, also i don't suggest going for High, since the FPS are more important. Again, Avatar and CyberPower PC Ultra Computers could run these at Medium settings give or take. For 601$ you can't ask for more, unless you make your own, and that's what i did.
This one is 601$, it has a Sound Card and an Ethernet adapter, so it's a good one. It has a good R7 250X Graphics, and 1TB of psace, along with a DVD R/W and with a i3 processor. Pretty much one of the best. The PC: http://pcpartpicker.com/p/7c3pzy You can just buy these and get a PC mechanic to join them.

Ahem, you could use internet if your motherboard has an adapter, so the adapter won't be needed, but you can check that out. Sound card is my personal preference, but OK. Also, I've put a 600W just in case (OC, Upgrade).

No, no, it depends on the motherboard. If it hasn't got and ethernet port/ adapter on it, you should use it. I just gave you an example, but you can check it out though. I put it in just in case, since I'm unsure. Usually the motherboards have a good wired adapter, and for wireless, you'll need it if you travel a lot.
