RAM usage at 75% on startup

So I have been ignoring this for a while because I haven't been thinking anything of it. But recently I have wanted to run a game and have a brower running at the same time but my RAM is being used up obsessively.
My usual startup always starts at 73% physical memory being used at startup. But when I play a game it only goes up to 80% but still this is a bit much just for a game and I was just wondering if anyone could recommend a site or program which could assess my PC or do a scan and find which programs are used and turn them off so I don't run them and waste ram stupidly.

My CPU is at 0-1% used all the time so I doubt it is anything to do with that.
I've had anti virus ever since I built this PC which started off as Kaspersky then that ran out and went onto AVG which I'm currently on.
I have: 8GB of RAM, Windows 7 Ultimate, All fans on standard because its always at 20-30 degrees centigrade, Intel i5, Asrock z87 I'm pretty sure, the power supply I doubt would be an issue but if needed I will specify and anything else needed I will specify

There are some things you can look at. First open of your task manager and look at the applications that are using your memory. Second you need to look at your system properties and make sure Windows is actually using all the available memory. This could be a situation where you have 8GB install but only 4GB usable. Lastly you didn't mention it but are you running 32bit or 64bit Windows? In order to use more than 4GB of memory a 64bit OS is required.
