Horrible Green Pixels when playing Games + Low FPS

Hi, a short while back i bought myself a new GPU (Nvidia Gtx 650ti 2gb ssc) I uninstalled all the old drivers and installed the new ones. Piece of cake. However i have noticed on some games i get very poor frame rates. For example when playing Saints Row 3 i cannot get above 4FPS! Crazy i know. Also on every game i play i get these horrible green pixels across the screen making the picture look awful. Is it a faulty GPU? I will be getting some money at the end of the month and i would like to know if it would be worth me buying an AMD 7850 2gb. Any help would be greatly appreciated.

Other Computer Specs are: (apologies if they are not detailed enough)
Quad core 3.6ghz amd processor
8gb 133mhz RAM
450W PSU (Which the website and several other sources confirmed would be fine)

Check the temperature of the GPU, it might be overheating. Have you tried playing the game in different settings? Sometimes some games do not agree with all the options a gfx card has to offer, try switching off v-sync and see if that changes anything.
