It's gotta be the MoBo. If you already tried with a different PSU and RAM, checked voltages, and still fails to POST, there's no other way. If it was the processor, it would beep a warning.

Send that MoBo to warranty if so

Mobo is motherboard. Any more details about the beep code? Like long beeps? 1 long beep, 2 short beep? etc.
