Need help building a budget PC.

I'm completely illiterate when it comes to computer hardware so I need your guys' help. My budget is $600-$700 (The closer to 600 the better). This also must include Windows 7. I have a mouse/keyboard, etc.

I'm going to mainly be playing CS:GO so this computer absolutely must be able to run it at the highest FPS possible for a machine in this price range. I'd also love trying out other games like Skyrim and Payday 2 if possible for this budget.

Most importantly I need you guys to make sure everything is compatible and I wont have any problems putting it together.

Great. Also just to make sure, could you give me an estimate as to how much FPS I would get in CS:GO with your build on medium-high settings?
 


45 FPS to 110 FPS depending on quality and resolution. High settings at 1920x1080 should run an average of 60 FPS or more probably.

I'd probably be running it on a lower resolution like 1024x768 with medium-high settings.. I could only milk 100~ fps out of CS:GO on a $600 computer?
