R9 280x Artifacts while watching youtube, low performance?

Hello guys,

My problem is as follows - i bought the components to my new PC just a few days ago, and ever since i bought them, i thought that my PC was a bit off when it comes to performance.

The rest of my PC :

FX 8320 (OC'ed to 4.2 GHZ) , (Occt "says" it's stable - peaking at 64 Degrees during the test, while peaking max 59 during gaming)
8GB Corsair Vengeance 1600 MHZ (2x4 gb),
r9 280x MSI gaming ed. (max temp 78 degrees)
Mobo Asus m5a97 r2.0
Corsair VS650

CPU cooler - CM tx3 Hyper EVO

I have a 1680x1050 monitor, valley benchmark on ultra settings yield 2040 points, Watch Dogs with The Worse mod is anywhere between 29 to 50 fps (27-44 while driving) on ultra, Far Cry 3 drops to 39 fps (average in about 48) on ultra with 4MSAA, Guild Wars drops to 30-35 fps while outdoors when there's a few ppl..

I think this system is kinda undeperforming, am i right? Almost everyone on the youtube that i checked was getting better framerates..

But just today i noticed another thing - while watching youtube (not while playing games, strangely..) these horizontal lines appeared on my screen, flickering all over the place. Strangely enough, my second monitor that's plugged in stays perfectly unafected by this flickering. Card is OC'ed a bit (from 1020 MHz to 1080 on core, 1500 > 1570 memory), yet i didn't have these problems earlier.

Can you help me figuring out what is happening? Are those numbers and FPS all - right? Does the artifacts indicate that my GPU is bad?

Thanks for your time guys, i really appreciate all the help.
Peace

P.S i can't seem to upload the picture of the monitor - i'll just toss here a link, hope that isn't "Bad"

Do you use MSI afterburner?
If you do, make sure in the settings that the option "Reset display mode after applying unofficial overclocking" is ticked.

First, try turning off all the OC'ing and try again. Just because temps aren't hot, doesn't mean it's stable. It took me a while to get a 8320 stable at 4.2 with that board, and that was the highest I could get. It took me getting a new MB to get a good stable OC.

Thanks for trying to help me out,

I have it ticked already, so that won't do the trick unfortunately :/

Getochkn,

Thanks - but i did test it thoroughly with OCCT for hour + and it didn't come up with any error whatsoever, so that's not the case either :/  I am fully aware, that with my current cooling and board, going higher is not recommended, but i have it stable :) .

Do you guys think that those FPS'es are right about where they should be?

I'd still turn down the OC, especially on the GPU and try again. Even 5mhz more can push a GPU from stable to stabl-ish. The artifacts on videos lead me to believe the gpu is having issues.

I'm starting to think that is the most probable answer. I turned it down a notch and so far no problems - but still, it wasn't happening a few days back on higher frequencies.. i'm stuck. Well, do you think that the framerates in the games are due to me having a broken GPU? i hope i don't have to RMA it
