good deal for r9 290 + AMD shadowplay alternative

a relative of mine is going to the US for a week. As many of you may know, I am thinking about doing a PC build with an i7 4790K. Newegg is selling this gigabyte r9 290 ( triple fan custom cooling) for $360 dollars ( £211). is this a good deal; should I ask him to get it for me:

is it good for 1080p high/ultra at 60fps?
Expecting it to last for 3-4 years at 1080p until low settings- will it manage that?
can I overclock it to 780 Ti levels for increased performance?

If I get this card, what is the best free alternative to shadowplay for minimum impact 1080p 60fps recording. Heard good things about RadeonPro: is this good software and are there better alternatives?

The r9 290 would probably last good on 1080p high/ultra for a good while. 60fps maybe maybe not.

As for recording/streaming alternative, I think OBS is still a good option out there. There's also an AMD Gaming evolved thing that you could try, though I've never tried it myself.

If Customs see the card (which they will, they x-ray for dense electronics devices..) they will charge VAT on it. So it will end up being not much cheaper then getting in your own country. How much is that seller charging for P&P? Also the Warranty may or may not be a lot harder to deal with if anything goes wrong.
