i5 4570 Turbo Boost not working

So, I realize I must sound like the biggest noob,but hear me out. I have an i5-4570 on a z87 mobo and my cpu doesn't seem to ever turbo up to 3.6 GHz like advertised. I realize that Intel intends for this feature to be automatic, but even when I use CPU stress test software and use CPU-Z to measure my clock speed I still can't get it to change from 3.2 GHz. Is there a setting in my Bios that I need to change or am just missing something? Any help would be appreciated.

Not to my knowledge. I did install my OS (Windows 8.1 Pro) via USB drive if that helps at all. I will double check, though. Is there any particular setting that should be set to on/off?

Well, I checked and I was able to find the power limits and CPU ratio. The power was set to auto and the CPU was set to 36 just like you said. I still wasn't able to find a turbo setting, though. The odd thing is, in my bios, it says that my CPU has a base clock of 3.6 GHz.
