FPS Drops All Games

No matter what game I'm playing, the fps doesn't stay at a constant 60+. I know my card can handle the games and does fine for about 15-25 sec. But then i drops to about 11 for a few seconds then shoots back up. Any help would be useful.

16 GB Hyper-X ram at 1866mhz

This sounds like signs of throttling. Either the CPU or GPU is slowing down due to excessive heat.

What are your CPU and GPU temperatures at idle and under load?

never ever get a 9xxx series gpu they emit excessive heat and guess what they are just fx 8350 overclocked to the extreme. a i5 4960k overclocked to about 4.2ghz would perform better. is that gpu cooled properley windforce coolers just arent as good as others. did you download latest drivers

My Cpu is usually around 55c to 59c. Thats the higheist i've seen it. My gpu is always under 45c.

alright man sorry for all that stuff i said bad about your build its just you could of spent almost the same amount of money and got a intel chip with better performance. what kind of psu is that. i dont think 680w is enough for a r9 290(250 or 300w and maybe 350w when overclocked) and 9370(225w and 250w when overclocked) and then you have other components. I would suggest you get a evga 850w psu its gold,modular,and has 10 yr warranty and maybe you could sell that chip and get a i5 4690k or i7 4790k.
