MOBO system test, CPU fan "bumps" and then stops, no POST

I'm building a barebones kit with my grandson. The mobo is a Gigabyte GA-970A-DS3P and the processor is an AMD FX 8320 8 core. We are building on an antistatic pad which I have grounded to the outlet box. I installed the processor with no problem and during the installation of the CPU fan I had to turn the fan around quickly to get it to lock down. I connected the connector and it all matched the drawings.
I installed one stick of 8GB RAM, connected the power supply (Neutron 650W 24 pin connector. The power supply had two 4 pin connectors and I used one of them for the ATX_12v.

To turn on the power, since the casing had a long connector for the panel, I simply set it on the side, found the connector for the power switch in the mobo manual, connected the power switch.

We then plugged in the power supply, turned it on and then turned on the power switch on the case. The CPU fan "bumped," not even a full turn, and then stopped, moving backward to its starting position. We changed the RAM stick, I've moved the mobo from the antistatic pad to the mobo box and back again, verified my connections again and again. I'm not sure why we get the bump like it has power and then it stops.

Any suggestions?
 
Solution
The troubleshooting tips helped enormously. Narrowed the focus to the PSU. Swapped out the PSU for an older one and it worked and then decided to also check the electrical cable from the wall to the PSU. Swapped that out and even the new PSU started working.
