AMD Radeon HD 6790 Fan Question

I recently acquired a Radeon HD 6790 and the fan on it is really loud. I've used MSI Afterburner to set up custom fan curves too see if that would help any, i have also let my drivers manage the fan speed and nothing seems to help. I've used MSI Afterburner to set the fan speed to 0% and it still sounds like the fan is running 60%+ speed. The only time i have ever got the fan to be completely quite is set MSI Afterburner to 100% fan speed and leave it there for about 3-4 minutes and then drop it back to 0% really fast. The fan will be completely quite for about 1-2 minutes then sounds like it zooms back to 60% and stays loud again. I've taken the video card completely apart, sprayed out the heatsink and the fan, and replaced the thermal paste. I looked around the fan to see if there was a way to lubricate the bearings but the fan is solid on both sides except for the power connector coming out of the back. Is there anyway to even lubricate these bearings? Is there anything else i can try that i haven't said yet? I really don't have the money to buy a replacement fan at the moment so i'm willing to try anything else at the moment. Is there a BIOS setting that could make the fan go crazy like this? That's probably because it's heating up. Is your fan blocked by the CPU cooler, a sound card or another GPU? If not try to find out a way to cool down your system.

It's not heating up, even at idle 35c when my fan speed is set to 0% it sounds like that. I don't even have my fan set to spin up past 0% until it hits 45c then it only goes up to 20%. The way the fan is facing it's facing towards the bottom of the case and there is nothing blocking the fan. I would of noticed already if it was a heating issue.

Sorry to resurrect this almost 2 year old thread but my fan is still having this problem. Very loud fan even when computer is idle. Nothing is blocking the fan, nothing on the fan sounds loose, fan is clean of debris. Like i stated before the only way to make this fan quiet for 1-2 minutes is crank it to 100% and leave it a few seconds then drop it down to 0%. It sounds quiet for a few then sounds like the fan is running full blast again even though it idles between 0%-25% fan speed. Any solutions to try and keep this fan quiet would be really appreciated, thanks :)
