Corsair VS550W

Will this be a better one for r9 280x card? I thought of seasonic at first place but it's bit pricey. And it's very unfortunate to know that XFX PSUs are not avaliable at my area.

That'll do and it's a good PSU. Depending on the rest of your system though, 550W won't give you a lot of headroom.

Right now, I'm using CM GXII 550W..Someone told me that it doesn't hold a good build quality which in turn made me to think about corsair.

Here's a very good resource for grading PSUs. According to it, the Corsair VS series is a Tier 3 power supply. Not the best, but certainly serviceable. Your current PSU is a Tier 4 unit. PSUs are one area where you don't want to cut corners as the rest of the system depends on clean, consistent power, and the safety features (or lack of them) in cheaper models can put your whole system at risk.

Tier three - Meets standard ATX specifications, though closer to the edges than Tier two units. These are still solid units, which still supply stable power to your system, though not ideal for serious overclocking.

Tier four - Not for overclocking systems or high end gaming rigs. May not even output labeled power and fail standard ATX specifications slightly. May even use cheap components to meet a price.
