Buzzing noise coming from computer while plugged

I had two power outages today. It first went off while I was using my computer. The power authorities came by in the neighborhood to fix some problem, and the power went back on. I went about my usual business on my computer afterwards, but the power went out again. The authorities came back to fix it once more.

When I turned on my surge protector, I started hearing a buzzing noise. After experimenting with different surge protectors, cables, and outlets, I found out it came from my computer. It buzzes even when its shut down. I managed to boot my computer and shut it down perfectly, but the buzzing got louder. Did the power outage damage some component?

Also, I opened up a brand new surge protector that I had in stock. When I first turned it on without plugging anything, it was normal. However, after experimenting, the surge protector itself makes a buzzing noise without anything plugged in. It's only quieter than my computer.

I'd like to point out that this has happened before. The power supply on my old computer broke after a power outage, although the PSU itself was poor quality, and prevented the computer from turning on.
