First build Gaming/Streaming PC, 1300€ budget

Hi there, i'd like to buy a gaming pc and preferably to stream with this pc. I have a budget of about 1300€ (i live in belgium).
This will be the first time i build a pc myself, so i'd like to go for a nice eyecatcher, with watercooling.
I've been browsing around the web and seen so many builds but every time i see builds list AMD (probably because they are cheaper - but i'd like to go for Intel/Nvidia) or do they have watercooling, which is something i'd like to go for.
I'd love to be able to upgrade this build over time but i currently don't have the budget. and i don't really want to wait for too long anymore, as my current pc with an intel core i7 870 and AMD Radeon HD 5450 is getting a bit outdated (have had this pc for nearly 4 years now, it's a HP pavilion P6000 Series)
I do need an OS, i don't care if it's 8.1 or 7, but since they are the same price, i might aswell go with 8.1
I Currently use 2 1920x1080 monitors, whilst playing games (the few i can actually play on 1920x1080 with lowest settings) the second monitor isn't neglected though.

Approximate Purchase Date: Preferably this week

Budget Range: preferably 1300€ but might be able to bump up to 1500€

System Usage from Most to Least Important: Gaming, streaming, watching movies, browsing web.

Parts Not Required: Hard drive, i should be able to reuse the 1TB i have in my current pc. Optical Drive (i never use it + i can use an external one if needed)

Preferred Website(s) for Parts: I'll be buying most hardware from Alternate.be (a belgian/dutch website) so parts would have to be listed on their website.

Parts Preferences: Intel/Nvidia

Overclocking: No

SLI or Crossfire: Not required at the moment, but perhaps in the future

Monitor Resolution: 2x 1920x1080

Additional Comments: I want to go for a silent watercooling build, i'd love to have a case with solid window (no holes to mount fans), and if possible a motherboard as black as possible
