Ok guys, here's the story. I have recently gotten a computer off my friend as he is relocating permanently.

Long story short, everything was working sweet until one fine day I was unable see any display on my monitor. I took some time to troubleshoot it and determine that it was the graphics card (ATX Radeon HD 4890). It was constantly resetting, with the 3 of the 4 LED lights flicked on for a brief period of time and then switched off (normal) but it began to repeat the process of being turned on and off again with no display on the monitor.

I removed it and put it back in, everything is working fine again. I then come home to find that the same problem happened, no display on the monitor.

I went about doing the same thing, removing the graphics card and re-inserting it. This time, nothing.

I have checked many of the components. I know that my monitor and DVI cable are definitely working. I also know that my PSU is fine because it was working for my friend for a long time and I was able to use this computer before and nothing's changed. I have also checked the PCI-E cables and other possible loose wires but there's nothing wrong with all the other stuff.

Help please?

You don't state which PSU it is, but an old unit, particularly if it was a cheap one could be struggling to run the 4890, that card can burn quite a lot of juice under load.
Without test equipment it's impossible to be sure which part is causing the problem, only solution is to swap parts and see which change eliminates it.
