Unable to boot Windows 8.1 64bit

Had to restart my computer due to updates and after the Blue boot logo, I get a black screen and a flashing cursor + a few artifacts on the screen. If I leave it to try boot for a bit I eventually here the tune usually accompanied by the log in screen, However nothing happens on the screen apart from the usual artifacts. Recently bought a R9 280 and replaced my motherboard, however I've updated the drivers and restarted several times since then without error.

I am able to access my motherboard settings however I don't have the greatest amount of knowledge on what to do from there.

My PC consists of:
- AsRock 970 Extreme3 AM3+ Socket
- FX - 8320
-Antec 750w PSU
-WD Blue 1tb 7200RPM HDD
-Asus R9 280 Directcu ii GPU
- 8Gb Kingston DDR3
