Is the flickering due to faulty VGA port?

Hi. I got an Intel Dual Core system. Recently, its monitor has started to flicker every 2 or 3 seconds. I thought it was due to overheating. But the temperature seemed normal. Then I doubted a driver issue. But it seemed otherwise. So I thought of trying a new monitor and new VGA cable. Both attempts proved to be in vain with the flicker still going on. What confuses me is that this flicker occurs even inside the BIOS. It was then that I started to feel like it was a faulty VGA port on the motherboard. Somebody help me deal with this thing over here and I'd be very grateful... :)

its probably the video card. Check the power to it (if its a nifty FAST one), or look at the capacitors. Are any of them curved on top? That is a blown cap and it would cause flicker. Also, try putting the video card in another slot on the motherboard, if available.
