AMD FX9370 and H100i still overheating

I am having problems with my fx9370 overheating. I have it cooled with an H100i and have undervolted the CPU (1.3825V), running it at stock frequency and it still hits mid to high 70 degree celcius when encoding media on premiere pro. Any idea why that could be?

Thats about what you would expect.

Heat transfer is less effective at low temperature differentials.
Chip @ 70>Water @ 40 > Air @ 20
3 times better than
Chip @ 50 > Water @ 38 > Air @ 20

in short Unless your Cooler is saturated the Equilibrium always settle about the same temp.

No need to undervolt. Bleed the radiator if it goes up. But the cooler is OTT for the chip at stock ratings.

If you have instability because of the heat you may have a bad chip or a problem somewhere else.
