Hissing/electrical sound emintating from CPU

Recently I've been hearing a sound, coming from my PC, like a fairly loud high hissing/frying sound, but I can't quite place what it is. I've looked around online, and haven't found any answers passed disabling C1E (which was already disabled) and checking the capacitors on my mobo (can't see any bulging).

Mobo- GA-78LMT-S2P
CPU- AMD FX-4100 Quad

Recently my PSU has been on the fritz, which I'm getting replaced soon, Not sure whether the sound could be coming from that? Or whether it's caused damage to my cpu/mobo?

At first I assumed HDD noise, but neither of them seem to be making any noise. There's no loss of functionality, and everything's working, however it's annoying me, (loud enough through a headset,) and my family.

 
your cpu will not hiss it a bad cap in the power supply. dont use your pc till you replace the power supply. if the cap fails it could cause the power supply to smoke or pop. if it does it could take out other parts in your rig. to test the power supply pull it from the pc. on the 24 pin atx plug jumper the green wire to black ground with a paer clip this will turn the power supply on. it may hiss or not. you may have to put an old hard drive on it to load the supply down to make it hiss. if it not the supply if your motherboard has onboard video. pull the gpu and see if the pc hisses.

Does it make any difference that the sound isn't constant, and is either at random times, or usually from some input, such as the mouse, scrolling, and opening different windows?
 
if it a power supply issue they show up when you load the pc down...running lot windows or a game. if it a sound card or speaker issue or a bad chip on the mb. have to turn the speakers off...or try botting pc into safe mode see if the error still there. also if your using wifi make sure the speakers or anything like a cell phone not near. could be picking up cross talk.

Running any sort of game or high-load program oddly enough seems to make the sound go really quiet, and less frequent. The reason I'm replacing my psu, is that the fan has stopped working, and overheats after time at a high load.

All of my peripherals and internet are wired, and I've never had an issue of having my phone near my PC before.

There's also no distortion through the sound card, all of my sound, through headset or speakers is fine,
