lag with a new r9 290x???

So i got this new asus reference r9 290x gpu but with every game i experience alot of lag with ultra settings and even very anoying stutterings and lag with medium to low settins. I have it running in my i5 2300(cooled by a hyper 212) system with an OEM asus motherboard(it only supports up to pci-e 2.0 but ive seen some charts saying that wont cause much of a performance decrease), 6gb 1333mhz ram, a pretty standard 1tb hdd on sata and a brand new cooler master 750 watts psu bought just because my previous 550 watt couldnt handle the new card and ones shut down the pc. It doesnt seem like a shitty pc to me so please help me figure out my problem.

check the temperatures while you play to make sure nothing overheats. (hwmonitor for example, or coretemp, catalyst control center etc)

Did you do a clean install of new gpu drivers?
Also try v-sync on/off to see if you get any better results

also, do a clean reinstall of all drivers for the card.

Yes i am monitoring everything. I have set up amd overdrive to make the fan go up to 40% and the temp to 86° C so that it stabelizes at 85°

V sync doesnt make a difference. And to reinstall the drivers i reinstall catalyst? Ive had some problems getting the drivers running up at the installation of the card but i am running the latest driver now

Ya, you should be fine with that hardware. Although the 290X is a high-end GPU, it's still too weak to bottleneck PCIe 2.0 and your Sandy Bridge i5(although locked & gen 2) is still a powerful CPU.
The next generation 20nm GPU's, Nvidia "Maxwell" and the Radeon R9-3XX's should be a fair bit more powerful. be interesting to see if two of those in SLI/crossfire are bottleneck at all by 2.0

But anyway... when was your last format? As your CPU dates to 2011, I'm wondering if your PC was built and therefore the OS installed ~3 years ago.

I format my hdd every ones in a while, now running windows 8.1 and never had problems with games on my previous gtx 650 ti (very nice card but i wanted better looking graphics)

I suspect this is a driver problem. Guru3d has an app called driver sweeper. Get this and completely unistall all nvidia and r9 gpu drivers and then install the most updated ones.

Asus boards are great, arguably the best.
Are you running a newer bios version and drivers on your MB? Meaning you've been the their website and are running newer drivers than what can on your OEM CD-Discs?

ram should be fine. sure. 8gb would be nice but shouldn't matter that much... look for a bios update to the motherboard in case they fixed any pci ex compatibilities/performance

Well no im actually not sure how to update bios. Never did it. But for a performance issue i should be affected by it with my 650 ti right?

As running driver sweeper it does tell me that there is a 650 ti detected

not necessarily. but the drivers clean/reinstall is easier compared to a bios update so try that first and let us know.

if you need to update the bios, asus has a windows app for it (automatically searches/updates). it's still a last resort option and you should be very careful with the update as you can brick the motherboard...

Thats why i havent updated it jet and i kinda figured it would be easier to do a reinstall for the drivers. It is now uninstalled but for installing them i just go to amd's site?

yep, after you finish uninstalling all of them, go to amd.com and get the latest non beta drivers.

Oke thank you. Im installing right now. I think its the way i "installed" the drivers in the first place. Because i was getting a black screen and couldnt find out why i at last got the drivers installed thru safe mode, where it wasnt possible installing something, so i had to manually install something for the downloaded amd folder in hardware manager. I thought it was all okay because i didnt get a black screen at boot

Well you could call it better, but for example ac4 is still lagging anoyingly on ultra. What would i have to upgrade to make my games finally run smooth
