Hyper Evo 212, very cheap and great for overclocking. Water cooling isn't really needed and unless you spend your time looking in your case it really doesn't matter what it looks like, as long as it gets the job done! You could also take a look at the Noctua NH-D14.
However, if it's a really big deal, you could take a look at the Corsair H100i.
