Modern Low-TDP Blower-type GPU?

Questions:
1. Do aftermarket blower-type GPU coolers exist?
2. Given two identical GPU cooling solutions, would the GPU with lower TDP necessarily mean lower temperatures?

Details:
I have an HTPC case (Fractal Node 605). Overall PC temperatures hover at around 38-45 C under typical use (ambient 25 C). During moderate gaming, temps typically around 45 C across the board except for the GPU (60-70 C) and HDD (52 C). The HDD sits right next to the GPU (its a dual-fan), and I suspect that the GPU is warming up my HDD. I'm thinking a low TDP GPU with blower-type fan might fix the issue.
Opinions?
Any recommendations on a low-TDP GPU for modern gaming (medium settings)?

Your temperatures are nominal, particularly for such a case. I agree that the HDD temps are a bit high and may in the long run cause problems.
What to do?
The 7850 was a good card in it's time, but runs relatively hot. You could replace it with a similarly performing GTX750ti which is very low power and runs cool. I know of none that has a true blower, but this evga unit comes close:
