i don't know whats wrong with my compaq laptop but i cannot connect to wifi or the internet without having my computer in safe

Check your Physical Address. Disable Firewall or AV. If it works on safe mode it means some software is blocking the connection. Uninstall any software you installed recently and check again. It should work. 
It worked for me on my Compaq Presario CQ4K notebook.

Backup,Format, and Reinstall windows, and be done in a couple of hours, or try to fix it for months, and get no ware.
Modems not working usually means malware, or virus.
The last time this came up for me, I did the cleaning, and scanning, for the user, and the on-board Ethernet still did not work.
I installed a new Ethernet card, and she ran it for another 6 months.
When I finally was able to do a clean install, the original on-board worked again.

I would try to uninstall the 2 devices in device manager, and restart, first.
Windows will reinstall the devices automatically, on restart.

If that is the case you should try "System Restore" to a date before the problem.
Don't get your hopes up, System restore has only worked for me once, in dozens of times.
If it is malware, it won't work, but if it is a legitimate program or driver you installed, it might work.
