Remove mains power cable
Reset CMOS (jumper).
Read dell repair guide they are very clear
This will show motherboard layout
Check 12V atx connector has not come loose from motherboard
Look at capacitors near CPU for leaking , bulging etc
I suspect if first two don't work then the capacitor plague has killed the motherboard
