Good FPS but games are stuttering!

I play Counterstrike Source, Counterstrike GO, Halo PC and BF4. I get good FPS in all games but every second or so the game stutters and drops FPS.

On halo PC i get around 400 FPS untill it randomly drops to 20-30 for a split second like its loading something, same goes with all games.

Computer Specs:

AMD Athlon II X4 2.8ghz
6 GB DDR3 1600
Radeon 6970 2gb
250gb 7200rpm hard drive
450w Thermaltake PSU

Can someone give me suggestions as to what's going wrong? I don't want to throw money at hardware that won't fix anything.

Have you updated your video drivers? Make sure you're using the most recent drivers. Also, since these are multiplayer games, if this is happening online, check to make sure your Internet connection is solid and steady.

Your bottle necking if one piece of hardware is a lot more powerful than the other it will cause a stutter because one will not be able to keep up (perform at the same level as the other). I have the same problem as you except my hardware is very powerful but i cannot figure out my problem either.

for bottle-necking it is mainly GPU and CPU related. If you have a powerful GPU then you will need a powerful CPU as well. if you have a 2GB GPU or over i would be looking for a CPU that has at least 3.8-4 Ghz for no bottl-necking.
