4x 8gb vs 2x16gb performance considerations?

Are there any performance considerations when deciding between 2 DIMMs vs 4? Are they significant?

My motherboard supports 32gb of memory. I currently have 8gb. I have noticed that with my normal workload my computer is around 80% consumption on memory. Right now I am considering upgrading to 16gb to help alleviate the slowness i'm seeing.

Any thoughts?

Also what strategies do you all use to determine a bottle neck other than Task manager and resource monitor?

You don't specify what motherboard you have, but in general the more DIMMs the system has to drive, the lower the maximum clock speed they can be driven (or overdriven). You will always be safest with DIMMs that have been selected to be used as pairs or quads. Mixing random similar sized DIMMs can cause problems because the timings might be different.

For reference I have a http://www.asus.com/Motherboards/P8P67/.

Would I be safe to have two 4gb x 2 kits of the same RAM?
