current stats:
Motherboard: DG31PR
Processor: core 2 quad q6600 2.4ghz
Ram : 4 gig ddr2
gfx card: gts 250 1 gb
PSU : 650w cooler master- extreme power plus.

i plan on keeping ( can be changed if necessary , but dont consider them in the total cost)my psu , hdd , and cabinet and would like an upgrade which would not bottleneck in any way.would like an upgrade that allows me to play on max settings on current games and nearly max ( or max if possible ) on upcomming games. 1080p resolution. oh and i dont oc. stock oc im not very comfortable , but might consider if they are stable.
i dont mind getting an optional ssd since my hdds are a tad bit old ( 2tb approx) . so experts , spill your brains and suggest me some upgrades.

p.s. no noobs please. :)
awaiting replies :)
edit: from india . would be grateful if you could post links too :)

its coolermaster 650w extreme power plus.
also , please be a bit more specific regarding brand/etc with ram ? and an alternative to gpu ? (not much of a radeon fan here.)
and isnt r9 290 tri x quite bigger than gts 250 ? i checked that the version is nearly 8 cms longer than 250. i have accomodation space of nearly 30cm (12 inches) . if i buy that card , i might need to get a bigger cabinet .

The gtx 780 would be an alternative, as for the ram anything at 1600Mhz or higher should be fine. (I plan on buying the corsair vengeance pro 2133 Mhz for example but just because it's strangely cheaper than the lower frequencies here.)

The 250Gb evo is $140, and the 120 is $80 and finally the 500gb is $250 (I have this one, and I must say it's really convenient to have all my games on this drive and the programs I want, as it has enough space for all of that)

And the mobo+CPU should be no more than $450 depending on the motherboard you buy, with an msi gaming 7 for example it comes at $420.

would be more grateful if you suggested me a specific combo for mobo+cpu.dunno much about mobo cpu compatibility.also , is ssd really a necesseity ? like am i getting any frames boost or simply faster loads? im a patient man. i dont wanna spend on something which can just reduce time by few seconds.

The SSD will help with boot times, and overall responsiveness of your PC as well as loading times, but it doesn't add to the performance, so you choose whether you need it. I couldn't use an HDD as my boot drive now that I'm using an SSD. For the CPU get an i5 4690 as you don't want to overclock, and get an Asus H97-Plus. And for the graphics card you can get an r9 290x or a gtx 780 or even a 780TI in your budget depending on what you want/need. And you should definitely change your PSU as it's a tier 5 PSU : http://www.tomshardware.com/answers/id-1804779/power-supply-unit-tier-list.html

so far :
cpu i5 4670k
mobo: Asus Z87-A ATX LGA1150 or asus h97-plus ?
gfx: really need something which would last 5yrs atleast. tell me which.not brand biased , pure performance and cooling.
PSU: which min. supply for above gfx card? i have two hdds running btw+one optional optical drive.

The z87-A should be fine, I would've gone with a 4690k and z97 board though. It doesn't matter anyway if you don't plan to upgrade with broadwell. If you really want something to last you 5 years (We can't be sure it will be that way, as we don't know what games will require in the future), go with two r9 290s (The best performance you're gonna get with your budget.) or a 780 TI (if you don't want dual GPUs.). As for the PSU it depends if you will do the crossfire or not, if you're getting the single gpu a 650w PSU should be good, if you're getting the crossfire you're gonna need 850w or more.

i am dropping down the gfx budget a bit . since i had this expirience earlier that i got stuck with the directx10 software limitation, inspite of it being able to play most games smoothly. its inevitable that some or other software is gonna come up thats gonna prevent me from playing my games. i dont want to invest on that.
so what would be nice if we keep it near 20 - 25 k gfx card? is that ok or should i drop it further ?

now tell me about this thing tho... getting a 780 or a 290x .... does it really make a difference ? i mean i could get either , but i would rather know if i am not gonna get stuck with a stupid software support restriction...considering that , could we say going for 290 x would be...wise ? or just plain stupid ? because if thats gonna happen and i need an upgrade every 3 yrs .... i dont want to spend much on gfx cards...
