Are there any steps left to confirm this motherboard is dead?

I've set the board up outside my case. I just have the CPU, 1 stick of ram, the speaker, and the PSU plugged in. I'm 110% the PSU is working, I just tested it in another machine. The motherboard LED doesn't light up, there is no sound, nor does the CPU fan spin when I complete the circuit for the power button. This thing is dead, right?

It sounds like the motherboard.

Gigabyte takes literally over a month for RMA and when you get it back, it may or may not function. Also, they don't keep you informed of anything and will never tell you what the problem is/was. Just that it was repaired and tested ...

My Gigabyte R9 290 died in early March, and I am on my 5th RMA with them. I have not had the original or replacement card function for more than 15 minutes without dying. My Sapphire 290s just keep chugging away.

So .. good luck. Expect at least a month without a replacement.

If you remove the memory does the speaker beep?

The only other thing is trying booting it with a different CPU.

Generally the CPU's are pretty stout and aren't usually damaged when a system fails. You could check to see if there are any bent pins on the CPU (AMD) or in the socket (Intel). This is not applicable if the system had worked in previously and the CPU was not removed.

Check the capacitors to see if any have leaked. That will be a dead give away that the board is junk.

hanks. Doesn't beep without the memory either.

I don't have another CPU of the same socket on hand.

The CPU has been seated for 2 years.

Socket looks clear.

I'll try to take a look at the capacitors

Capacitors look fine as far as I can tell. This sucker is going back to Gigabyte for repair! Hopefully it isn't the CPU or something else.
