My PS4 and PC both used wireless. My PC downloads a million times faster. Why?

I just purchased the new Oddworld: New n' Tasty game off the PS4. I have a wireless download speed of 3.9 mb/ps. The game's size is 4,700 mb/ps, which is what like 5 gb?. The download is going slow as HELL, wtf!? It says it'll take 15 hours for it to be done downloading!

So I thought oh ok, well it is WiFi. Obviously wired would make a huge speed difference, right? So I moved my PS4 and connected it directly to my modem. I went on the PS4 to do an internet connection test and my download speed quadrupled to 16 mb/ps. Well that should fix it, right!? WRONG! !@#%^ The game still says 15 hours to download. I restarted my modem and console and the speed remains the same.

Just to make sure it was indeed my PS4 and not my internet, I randomly deleted Wolfenstein: The New Order, a 12 gb. My PC uses WiFi and gets 5.6 mb/ps. The game downloaded in 45 minutes.

Is my PS4 drunk or something? This makes ZERO sense. I'm not trying to hate on consoles either. I love my PS4 and besides being an avid PC gamer I'm a huge Sony Pony, but damn this is ridiculous!!

I absolutely hate consoles so I have no idea what hardware they use so I'm sorta guesstimating here. It's most likely that the ps4 has lower capabilities when it comes to the protocols. To put it simply, Have you ever seen on Motherboard Specs where it says "Ethernet 10/100/1000" That means it can handle up to 1000mb/s download speed. So similarly the PS4 has this same thing except I'm guessing its max capabilities are much lower.

Or it can simply be the source you're downloading from is slow.
