I have a Coolermaster Hyper 212 Evo and this noise becomes audible at about 1500 RPM. As far as I can tell there are no wires hitting the fan, so I'm not sure why its making this noise. Could anyone help me figure out the solution? Here is a video of the noise, the fan is running at 2000 RPM in the video so the noise is quite loud.
This is how it sounds playing something like Wolfenstein. Is this because the fan isn't ment to be used at such a high RPM? Should I cap it at 1000 RPM? Thanks.

a few choices, even though you discounted one of them.

1. Wire in fan
2. fan shield
3. Fan bearings

I'd replace the fans.

It sounds like a blade hitting something .

Maybe the bearing is worn and the blade moves a little at speed .

You should be able to set the maximum speed in your BIOS [ depending on your mb ]
There may also be a software utility that came with the board that lets you make the adjustment from windows

I would try a different fan.
Since you checked the cables, its likely a bad bearing or the fan is contacting somewhere.

Another possibility is a crack in a fan blade
