System doesn't boot when I plugin the graphics card.

Hi, I have an old Dell Optiplex GX-620 in desktop form factor. Recently a friend of mine sent me a used, low profile, low end, nVidia 8400gs graphics card. It was working fine for about six months until recently when I had a power failure (it's usual in my country :)), I found out that the system wasn't booting when the power was back on. It was rapidly making a recognizable 'click' sound (that I hear before the dell logo on system startup) as if the system was rapidly restarting on its own. (Note: The gc's fan was spinning, system wasn't booting, there was no display) :??: Confused, I removed the gc to check if that was causing the issue, and to my surprise it ran fine on integrated intel GMA graphics chip. I plugged the gc again and it showed the exact same behavior as earlier. I cleaned up the gc and also the slot on mobo, but still the results were same. With this gc, I did had whole lot of power failures (or load shedding as it's called here) earlier in those six months but never ever showed a sign of any problem, in fact I can certainly say that my friend also had these power failures :)

What do you guys think have gone wrong with the gc? Could the gpu on the card have fried due to power failures or does it have something to do with the psu in my pc? If it's the gc's issue, then can it be fixed? Thanks in advance.

Power Crashes are never good for a psu, your psu is now broken/messed up I recommend getting a new one or getting one off another computer.

Are you sure that it's the psu's issue? not the gc's issue. I mean I need to diagnose which of the either component is causing the problem. Note that the gc was working fine with the same psu before. The problem was caused recently after a usual, normal looking power failure.
