My PC seems to be throttling my connection!

Until about 3 weeks ago my broadband was running fine. (Approx. 76Mbps Down & 20Mbps Up)
All of a sudden it has dropped to about 1Mbps Down and 1Mbps Up.
My PC is connected by an ethernet cable but I have tried changing the cable to no avail.
Unplugged it and used a wireless dongle. Same results.
Windows says the connection is good and can handle up to 100Mbps.
Other Laptops and Devices around the house have no problems.
I have spoken to my ISP and all tests check out that there is nothing wrong with the line or the connection.
I am at a loss.
Any help would be gratefully received.
 
Solution
The driver is the software that tells the wifi card how to operate. You need to go into device manager and look under netowrk adapters to find the wifi card you have.

Google the card with the word "driver" after it. you should be able to find a download for the driver file.

Go back to device manager and uninstall the wifi card by right clicking it and hitting uninstall.

Now double click to open the driver you just downloaded and install it.

Restart your computer and try to go online. Go to www.speedtest.net and click begin test.

Hopefully you will be getting the speeds you are paying for.

If these steps do not work, you may want to buy a cheap wireless usb adapter. The store I work at sells them for $7.99 so do not over pay...

NIC stands for Network Interface Card. It is the card that connects to the network. In your case you have a wired NIC. You say that you have tried a wireless USB dongle, aka a wireless NIC.
