I had narowed my search down to these two
Gigabyte Radeon R9 290 4GB GDDR5 512-bit [WindForce 3X, OC Edition]
and
EVGA GeForce GTX 770 2048MB DDR5 [ACX Cooler]
for what is worth the price difference in my country is about 50$ the r9 290 being more expensive , so which one should I buy considering I play mostly wow , starcraft2 and the occasional shooter like call of duty

That I can easily help you with, as I have almost that card - 290X TRI-X here - pretty much same stuff +4% performance (lol).

Cooler is fantastic really, it is really cool AND quiet. Hardware-wise, memory chips are from Hynix which is considered to be the best there is and again cooler is really high quality one.

The downside is that this card is HUGE it is literally as big as many dual GPU cards, so make sure you really have enough space in your case. Another issue is that it takes more than 2 slots, it's 2 and tiny bit, this...

290 offer wins hands down, not to mention that 2GB VRAM on 770 is really stingy nowadays and may cause issues in near future games.

The only bad thing here is Gigabyte, I keep hearing bad things about them. But I guess worst case scenario you can use the warranty if you get a faulty card.

I'd go for MSI or Asus. I have gone for Sapphire, but got a faulty card at first so I had to use warranty. Sapphire cooler is fantastic though, but that first card debacle left a sour taste in my mouth.

Sapphire Radeon R9 290 4GB GDDR5 512-bit [TRI-X] how about this one although the consumer reviews for it are kinda mixed .
I'm also unclear about the reported noise level and heat levels for the 290

I have the Tri-X and have had no problems with heat or noise. As with any high end GPU, you want a case the moves air well.
Sapphire is a top brand for AMD gpus. Asus, MSI and Gigabyte are also very good.
The cooling and noise will probably be better on the Tri-X, but the Gigabyte is very fast out of the box.
All non-reference 290 OC well.

Another issue is that it takes more than 2 slots, it's 2 and tiny bit, this caused problems for me, since I had PCI-E network card installed there and had to take it off, since it was hitting the fans of 290X TRI-X.

Another issue I don't like - Sapphire only gives 2 years warranty on those, that's low - usual is 3 years.
