Will upgrading my Acer Aspire M3970's GPU make any difference?

There's this MMORPG game I can run on 50 - 80 FPS using minimal video settings until someone casts their fancy spells which gives me a plain 8 - 12 FPS. I can play Skyrim on 30+ FPS with mid-low settings but lately it's been dropping to 15 FPS when I go to areas with big scenery or when fighting a dragon on that matter. Same problem with Dark Souls but even worse since I could only get over 15 FPS when facing a wall or walking through empty rooms and halls. Tomb Raider, same thing. I used to be able to finish Skyrim and Tomb Raider before without suffering from any FPS problem on minimal video settings, but now when I try to run them with same settings, all I see is 15 fps or even lower which is unplayable. I never upgraded any component of my PC before. I want to be able to play some of latest PC games without spending much for component upgrades, if possible. Here's my specs:

When running a game, my GPU load is always at 100% (according to GPU-Z) and CPU usage at around 60%. RAM usage is 60 - 70% off 4GB. Memory usage of game is from 400k to 1000k. I don't think it used to be like this. Not sure if that has to do with anything but one time there was a power outage in my area where my PC died and booted for like 4 times in split-second. The next few days I received my first and thankfully last Blue Screen of Death to date. I tried to run memtest86+ and passed 100%. I narrowed down my GPU choices - should this be the problem - to decent and affordable ones available near my place: ASUS GT630-2GD3 2GB DDR3 Graphics Card and ASUS 2GB Graphics Cards R7240-2GD3-L (20% more expensive). But any suggestions are welcomed. I'll be fine with just being to run most games at mid settings as long as FPS is perfect.

I don't think you are going to find anything low powered that is better for less. The best low power performance you are going to get is from a GeForce GTX 750Ti. I've seen those at $130.00 USD.

If you think the R7 240 is going to fulfill your needs than go for that. If it were me, I would get a GTX 750Ti because it will perform better. That being said, it's about twice the cost of the R7.
