How do i get most out of my cpu ?

I have a intel core 2 duo e4600 (2gb ram ). my friend has Pentium 4 (2gb ram) running windows 7 which way fast that my PC so i asked him how to get the most out of my PC ,he did no reply . how do i get the most out of my CPU because when i compare it my my friends CPU it is slow i want to make it fast how do i do that . (luckily i have good heat sink ) is there a program to do that . i want to do it because im not getting a new one next year (my bios doesnot have any overclocking option it is intel D945GCPE) help me !!
 
Solution
If you can't overclock it, you can't make the CPU faster by itself. However, you can speed up other items.

1) I would upgrade your RAM to 4GB; that should be minimal cost.
2) You should examine Windows to see what unnecessary programs are running, and try to remove them (including spyware/malware).
3) Finally, if you want more speed, invest in a SSD. That will make everything run faster.

Edit: Really should add 4) Get a complete system boost by getting a new system.
