high cfm, high rpm and quiet do not go together as ksham noted. if you want high cfm flow (hence high rpm) in a small size... you will have to deal with noise.
if you are looking for the most "beastly" fans then look no further then delta fans as it doesnt get any more performance oriented than those. the top models are capable of moving 253cfm of air. they most certainly are not "quiet" at high speed although at lower rpm they still throw tons of air without as much noise. they are though, impractical for all but the hardcore

if you are looking for something actually practical... well then i would suggest looking at the fans made by corsair. while certainly expensive as far as fans go they do a great job without being too noisy and have decent performance levels which are useful for most cases.
if you really need high speed high cfm fans... then you can get better models... but you will need to live with the noise.
