System issues, new GPU, New PSU, no solution, please help

Firstly let me say sorry as this is about my 4th post on this, the others have either died or are slightly out dated now so feel a fresh post is the best option.

The spec:

Motherboard: ASUSTeK COMPUTER INC. P8Z77-V PRO

Processor: 3.60 gigahertz Intel Core i7-3770K

GPU: MSI AMD R9 290 - brand new

Memory: 16334 Megabytes Usable Installed Memory

PSU: EVGA Supernova650G Gold - brand new

OS: Windows 7 Home Premium (x64)

The Issue: I have built a high end machine, originally with a 660ti and now with a R9 290 and since day one I have experienced trouble playing games at optimal settings. With my 660ti games like saints row the 3rd, Skyrim, Minecraft would only run at "Medium" settings. I tested my roommates card in my machine an AMD R7850 and instantly (after removing old drivers and installing the new AMD ones) Minecraft worked at highest settings and as did Saints Row on Ultra settings. Assuming the solution was I must have a botched GPU I decided to upgrade to the AMD R9 290. At first things seemed great, Minecraft ran at highest settings, I was able to keep a solid 60FPS on League of Legends after maxing the settings. But then I tried Saints row, I can't get past the title screen, if I use it's auto detect video settings option it wants to run everything at the bare minimum. I then tried Total War Shogun 2, unable to get past the tutorial in either ultra or high settings without it stuttering and then crashing. Other games have shown problems whilst others haven't, it is really frustrating.

Testing: I have been running Unigine Heaven 4.0 to see what benchmarking scores I get....they have been as low as 800 - 900 when running at 1080p, ultra settings. From browsing around at similar systems this score should be in the 2000s without even playing with the OC settings, something I haven't touched yet. Another odd thing I notice when running this is the temperature is either listed as 0 degrees or as 60730 degrees! Checking in MSI afterburner though the temp of the GPU sits around 44 degrees and during testing peaked at 77. the CPU temps get as hot as 84.

Summary / key points:

New GPU
New PSU
Drivers uninstalled / re-installed
Multiple fresh system restarts
SlimDrivers used to ensure all drivers are up to date on all components
GPU max temp: 77 degrees
CPU ,max temp: 84 degrees

Please help I am really at my wits end with this. I am willing to cooperate and run , install, uninstall, try whatever is needed!

did u use CC cleaner to get rid of your nvidia drivers?

I used a program called "Display Driver Uninstall" assuming this will do the same thing, I can run CC Cleaner though if you think it will make a difference?

cc cleaner works well. at least give it a shot. Also, uninstall any nvidia software in your add/remove programs in control panel.

Also you cpu is pretty hot, you may want to address that

Ok ran a few things on CCleaner but not sure what options I need to follow to remove drivers. Did a registry scan and fixed a bunch of errors in there. Re ran Guru3d Driver uninstaller on just Nvidia. Have since run Heaven again and got a score over 1000 now and both the GPU and CPU temps were a little lower, as much as 10 degrees in the case of the CPUs. Obviously 1000 though si still a long long way off what it should be

Have noticed my top fan isn't running so need to try and see why that is.

What do people suggest next?

which driver version are you on and what are the GPU clock speeds during benchmark. Your card may be throttling down. When you get your CPU heat fixed, you may try over clocking it to 4.0 ghz and see if that helps.

Clock speeds are at default so core clock 977 & Memory clock 1250

current installed driver for my AMD card: 14.100.0.0

What else can I do to lower my CPU temps and what temp should I be aiming for?

what kind of cooler you using? You can get a better cooler and apply fresh thermal paste. MX5 is a good paste everyone seems to recommend.

No overclock, the temps should be 35 - 42 Celsius on idle,
Intel suggests the normal LOAD temperature should be 67.4°C

I just use the default fan that came with the processor. My concern is lowering the temp by 5 - 10 degrees isn't going to be the solution.

I just wiped the drivers again, fresh install with the beta drivers 14.200.1004.0, ran Heaven and now my benchmark score is 675. This is getting ridiculous I feel like I am wasting so much money

though I wouldn't think intel gpu would get scores anywhere near 650. but worth checking.

I am looking in the BIOS now. I have noticed that Hyperthreading is enabled, does this need to be enabled as I have read disabling this can lower CPU temps

it can be disabled and it will lower temperatures. It will effectively disable 4 "virtual cores," but for gaming, it should not effect your fps. It will only lower temps

Ok I set the default Video to the PCIE (couldn't see an option to disable the IPGU) and disabled Hyperthreading. Restarted, ran Heaven again....new score 464....it's getting worse with everything I try...

Ok I just notice that my motherboard in BIOs was set to "performance mode". I have just changed everything back to default, new test on Heaven got me a score of 1300 so a vast improvement but not where it should be yet.

However doing this did make the GPU reach 85 degrees and the CPUs up to 71 degrees

1300-1700 is about where it should be. what are the FPS with that score?
at 1080P wix 8xmsaa looks like FPS should be between 55-73(max) FPS, depending on hardware.
You could overclock the card a bit to try and get a higher score.

Ran Heaven again my FPS is 51.9 so just a bit under the average scores you are saying. I have seen people getting scores of 2000+ before overclocking so 1300 - 1700 seems a little low to me, especially as I am right on the bottom end of that benchmark. Unless I am reading this wrong my MSI R9 290 should be averaging 89.4 FPS at 1080p on Ultra settings / 8xAA when running Heaven. Even if this is the normal score doesn't explain why games like Saints Row 3 and Total War Shogun 2 are struggling to run / are unplayable.

I have a Corsair H80i water cooler arriving tomorrow so hopefully I may see a little improvement after that is installed but I am not convinced this will be the main fix :/
