Is my processor bottlenecking my GPU?

I can't claim to know an awful lot about processors. I have an Intel Core i7-3770K Quad-Core Processor 3.5 GHz 8 MB Cache LGA 1155 (overclocked to 4.2) and a GTX 780 TI SC 3GB.

I don't know if my CPU is bottlenecking my GPU b/c I'm trying to get that *smooth* looking 60 fps. When I watch other people play video games with similar or lesser specs I can see that they have this very smooth 60+ frames or higher. When my fps counter says I have 60+fps my games do not look as smooth. Could the CPU be the issue?

No. It shouldn't bottleneck your video card. Why it doesn't look as smooth? It can be a variety of factors, vsync, AA settings, drivers (may need to be reinstalled), and directX. It can be other problems, but does are the most common for me.
