Upgrading PC to a Gaming PC

Well I made a little mistake and I bought a pc without researching a bit further and so on i got this specs .

CPU : AMD FX(tm)-8120 Eight-Core Processor 3.1 Ghz
RAM : Kingston HyperX - x1 - 8GB I don't know it's Hz yet.
GPU : Sapphire HD 7850 1GB - <--- I guess this is the worst thing i have ever done in my whole life .
HDD : 500 GB WD Blue Edition .
Mother Board : GIGABYTE 970A-D3 rev 3.0 - <--- That's because I updates the BIOS from the website to the latest version i hope .
Power Supply : Cooler Master Extreme 2 525 - <--- That's another problem that made me can't Change the GPU no 8 pin connector .
CASE : Cooler Master K380 Mid Tower <--- srry I forgot to add this important part .

My Monitor is kinda old but i still like it : ViewSonic VG1930wm , the thing is that i still get FPS drops beyond 75 Fps at 1440x900 resolution with some games in the lowest settings made me super sad .

Games like Dragon Nest cant' run on stable 75 fps on lowest settings .
Leauge of legends on lowest settings still drops to 45 in some time .

And for PC cooling My Room is always at 23 C , because of the air conditioning system + 4 fans inside the computer case .
Guys can anyone tell me what should i think of upgrade/change in order to make this pc good for today's games at least to run on 1440x900 resolution with a stable fps more than 75 FPS . ( Because my Screen Refresh rate is 75 fps ) and i can see the difference between 60 and 75 :) .

Trust me I'm tired from reinstalling OS to updating my Drivers to OC .

The problem isn't with pc neither with OS , it's a hardware related problem .

Because the graphics card VRAM is always 7xx cuz of the free Vram for the card , i guess that's what causes the lag .
and The thing is get LOWER FPS THAN 75 , with my current spec i should get higher , but instead i get lower that's why i was wondering .

The problem is i don't get 75 in most of the games .

Dragon Nest 30~55 FPS and some times 10 or 20 .

I know what i do carefully with my computer trust me again it's not a problem with settings , if you think that there is something wrong with my OS or programs , I'd be glad if you tell me any steps required to do any check.

1 - I have no viruses .
2 - Since I'm well acknowledged with programs i don't even have an AV installed I can recognize viruses myself :)
3 - I have all game boosters tools and I have my drivers installed and updated .

Well About Budget It doesn't really matter to me as I can ask for anything i want now .

What really annoys me is that I'm buying this computer specs from a pc store in EGYPT which i might got scammed and i didn't get the original Stuff although it was all box sealed and stuff but for some reason i doubt that the real hardware can't run this system with 1440x900 resolution .

anyway i guess it's around 300$-500$

All I could say is that i was exptecting nothing less than 75 stable FPS in most of the games even if it was vs the quality . as i mentioned earlier "Lowest Settings" .

I'm a pc gamer and i know the difference and the slightest difference between 60 and 75 as my screen refresh rate is 75 Hz

And If i feel that laggy feeling between 50 - 40 - 60 fps i really get annoyed by it .
Trust me i can even feel the difference between 73 fps and 75 :) .

I have been playing quite a lot and i even found that i drop to 20 or 10 in some conditions when the game draws a really big field or a big job on the GPU i mean a big render object that really the GPU can't handle lol .

low frame latency i don't really understand what it means but i will do what you said and test it and give feedback soon .

Okay i changed to 60 Hz and noticed a lot of stuff .

First the mouse speed is slow and I can see even my mouse lagging like i know it's mouse slower than usuall in terms of speed + fps lol .

Second A lot of games that i usually get more than 1.5k FPS like osu! i noticed that it began to really Lag (FPS lag) although the FPS counter says it's running with 1800fps but i still was feeling a bit of fps lag , once i changed back to 75 Hz I no longer can see any lag but still in the other games i play , I get extremely FPS drop to 20 - 50
because of the hardware issue .
