New Build, Nothing Displaying

I am brand new to PC building and hit a snag once I put my setup together. My components are as follows:

CPU: AMD Athlon X4 760K 3.8GHz Quad-Core Processor
GPU: Asus Radeon HD 6570 1GB Video Card
Mobo: ASRock FM2A78M-HD+ Micro ATX FM2+ Motherboard
RAM: G.Skill Ripjaws X Series 8GB (1 x 8GB) DDR3-1600 Memory
HDD: Seagate 1TB 3.5" 7200RPM Hybrid Internal Hard Drive
PSU: Corsair Builder 430W 80+ Bronze Certified ATX Power Supply
Case: Rosewill Galaxy-03 ATX Mid Tower Case

These parts checked out for compatibility both by pcpartpicker.com and my own estimation. Once I got all the pieces, they went together smoothly and seemingly without a hitch. Once I connected the power supply and a VGA to the video card, I booted up the machine.

However, I am getting no display at all, not even BIOS. What I AM getting is fans working. Fans work on the stock CPU cooler, on the video card, in the power supply and in the case. This leads me to believe that all the components are receiving power and, to some extent, working. Additionally, as expected, the onboard graphics ports do not work, since my CPU has no integrated graphics. Without getting through to the BIOS, I am not sure how to troubleshoot this issue (install drivers, etc.) Any ideas what might be causing this, or what troubleshooting methods I should try? To confirm, here are a list of things I have done:

Installed CPU with golden arrows aligned.
Installed stock CPU cooler
Connected CPU cooler to motherboard CPU cooler header
Mounted mobo in case with appropriate spacers (not touching case)
Connected 24 pin power connecter to mobo
Connected 4 pin power connecter to mobo
Connected RAM firmly to slot closest to CPU
Connected graphics card to mobo
Connected power supply fan to mobo
Connected case fan to mobo
Connected speaker to mobo speaker header
Connected case power and reset to mobo headers
Connected HDD to mobo and psu

I do not believe that power is an issue because my case fan, CPU cooler and the fan on my graphics cards are running, indicating that they are receiving power from the mobo. I will note that when I connect a USB keyboard and try hitting function keys, I am NOT getting any system beeps from the speaker, which seems unusual, possibly indicating that while the system components are running, the system itself is not booting.
All of these circumstances lead me to believe that this is not a power issue. If I am wrong, please explain! Thanks

I only have one stick, brand new, and although this is my first personal build, I have installed ram before in systems at work and can confirm that it is firmly installed.

Additionally, I was under the impression that improperly connected or disconnected RAM would cause system beeps? Have not tested this yet but I will.
