I have a Sapphire R9 270 OC edition graphics card with the latest drivers. I'm not sure what is causing this problem. Graphics card didn't see this happen before.

It could be a number of things, damaged card, heat, driver issues. I would start running tests (furmark, check your temps and loads) and post them if you can.

This was just while watching a YouTube video. My temps are around 30C. The card doesn't seem to be defective as it work in my old computer fine.

Ok, at least temps and defective components are off the list, I've seen issues like this caused by drivers, can you check those?

From personnel experience I have scene "similar" problems occur due to a need for BIOS updates

Seems like artifacting. By any chance did you touch the pcb of the card and feel a shock? Even if you didn't it is still possible for the shock to occur damaging some of the transistors. This is possible, but not too likely. Worst case do an rma.

Also, try using an older version of the drivers.

I would agree that it could be PCB shock, but I'm not sure if a shock would even allow the card to boot up, and I would check the BIOS, i have scene issues like this because of BIOS updates.

Try running your PC off onboard graphics, if the same thing happens it might not be GPU related.
