PC sometimes doesn't boot and extremely LOW FPS in some games.

Hello guys,
as you can read in title that sometimes my pc doesn't bootup.. after pressing power button, it tries to start and after a second, it shuts down..
After several attempts it boots up but the performance in some games becomes extremely low. like 10 - 15 fps constant on any settings whether it is low or on ultra settings.
I wanted to know what could be the problem? i have googled it and found out that it may be a faulty power supply or may be faulty motherboard.
Please tell me how to detect what part has the problem and needs to be replaced ?
I know i have extremely crappy specs but it still was running fine until this happened a week ago.

MY SPECS:
Intel Core 2 Duo E8400 3.0 Ghz
Intel DG31PR motherboard
Sapphire AMD Radeon HD 6790 1GB
2x2GB Memory
160GB Seagate HDD
Ocean PSU.

Well this is some really basic stuff. If you read my question carefully, you will find out that my pc does bootup and the points mentioned in the article you linked doesn't address even the slightest to my problem.:)

Well first I'd check the RAM. If the PC boots for a couple of seconds and then turns off, it can't a power failure, especially when the PC boots normally after a few attempts.

Second of all, I'd check the CPU if you're getting really bad FPS in games. It might not have adequate cooling? Download HWMonitor to check your CPU temps.

Just to be sure, I'd also check your GPU and make sure everything's seated.
