I set the resolution on my monitor too high in Catalyst Control Center now it doesn't work

I was trying to set the right resolution on my TV which I just hooked up to my PC, unfortunately I set my monitor on too high of a resolution and it black screened, I waited for it to revert but it never did. So I've tried everything I can imagine to make it work again, I tried booting into low resolution video mode with my TV unplugged and it displayed the motherboard info and a windows logo but the monitor then said out of range and turned off. I've also tried disabling Catalyst Control Center on start up but it didn't help. I've have also tried to boot up with the TV which worked fine and then I plugged the monitor in but it set my TV to my second monitor and I couldn't do anything because I can't see the main one. In the Control Panel there is a monitor near my TV which says available display output on R9 200 series video card. I can boot into safe mode and the monitor works but if I try anything else the monitor won't work.Im on Windows 8.1

Might go into safe mode and uninstall CCC, then through Win set things to basics and try
