I am not familiar with this feature. Should i set per core auto or sync all cores?
Atm its set on per core and it has 36 for 1,2,3,4 core ratio limit. Is it ok and what does it mean?

These are your overclocking options. The "core ratio limit" is your CPU frequency multiplier. The base clock signal in your chipset is set at 100 MHz and the i5-4570 has a maximum allowable speed of 3.60 GHz (for a multiplier ratio of 36x.) You can change the speed of each core separately and your i5 has four cores. This is why you see references to cores 1, 2, 3, and 4.

The H-series chipset and non-K-series CPU do not really allow for any overclocking. You'd need a Z or X-series chipset and a K or X series CPU to allow for that. Your default CPU...

Your default CPU speed is 3.20 GHz but in light loads your CPU can automatically ramp its clock speed up to 3.60 GHz. The options above simply allow you to allow the CPU to run at its maximum speed under any load rather than just light loads. If I were you I would leave everything on automatic.
