hmm... I check the cpu support list after writing this question and it said at the 4790k = P1.30 and the rest was "All"

what does that mean ?

Wrong. I just bought a 4790k with an asrock extreme 4 and it will not boot. I'm so mad. I specifically bought a z97 board to avoid this problem. I do not have an 1150 processor and drove 4 hours to a microcenter to get this set. I've had this problem before. I wish microcenter would check for you before you leave to see if your combo will work. I spent the last 3 hours going over my entire install only to see that the 4790k is only supported after an update.

Asrock Z97 Extreme 4 is very picky in terms of power supply. If your Asrock Z97 Extreme 4 does not boot at all (no lights, no bios) check it with a different PSU before asking for refund or repair. It took me 3 days of checking each single part of the build. First MB then CPU, bios version, and than even the Cooler. I have never suspected the PSU (560W Chieftec), as it was working for me few years without issues in different builds (more power demanding). After replacing PSU everything is fine. Peculiar thing, the old PSU is still working on other PC now. Asrock simply did not liked it...

1000 Watt is far far more that enough. In a shop I saw a guy who plugged it into a 500W PSU (unknown brand, regular price 35$) and it was working fine. For ASROCK this is a matter of stability / color / god know what. Mine PSU obviously has a wrong color. Or something.

The amount of watts, or even amps, is not the issue. You can have a 1200w PSU with a listed 70a rating and that doesn't amount to much if it's a poor quality unit that doesn't meet or exceed it's ratings. And by ratings, I don't mean bronze, silver, gold or platinum 80plus efficiency ratings because those ratings are irrelevant to performance. In fact, in many cases they are entirely irrelevant to efficiency as well since there is a growing number of false certifications on otherwise cheaply built units. As most people who build systems know, if it's not at least Tier 3 and preferably at minimum, Tier 2B on a reputable PSU Tier list, it's junk, unless it's too new to have made the list and has been positively reviewed on a respected site like Johnnyguru or Anandtech.

Cheap PSU tests: (Ignore the fact that it's Corsair running the tests. Most of their PSUs are better than Tier 3, with a couple of obvious exceptions. But the results are still relevant):

And as promised, why 80plus ratings are irrelevant:
