No video/post/bios on new build

I recently built a new computer, and when i went to turn everything on, all fans ran, so I assumed that it worked-but when the monitor was turned on, i had nothing. I did all the steps on http://www.tomshardware.com/forum/261145-31-perform-steps-posting-post-boot-video-problems

Anyways, a couple things:

  • ■ all fans turn on (psu, cpu, gpu, case fan)
    ■ have tried taking everything out and only using gpu, cpu+cooler, and ram with no avail
    ■ can't try another stick of RAM because there is no other usable ram (either DDR2 or laptop RAM
    ■ no onboard video on my motherboard, and no other graphics card. Might be able to hook up the card to another computer to see if it is working.
    ■ i think it might be the motherboard, because even though fan headers work on them, I don't get any USB power. No lights on keyboard/mouse, or powering any devices.

My build is this:

  • EVGA 500W B
    Sapphire DUAL-X R9 270
    AMD FX-8320
    Biostar TA970
    ADATA XPG v1.0 8GB (2x4GB)
    Rosewill RCX-Z1
my HDD, CD Drive, and Case don't have anything to do with my problems.
 
Does your motherboard beep at you?

Are you sure your CPU is initialising correctly? You may want to double-check the CPU power cable and make sure it's firmly attached. Same for the motherboard power connector. As a matter of fact, double check all connections from your PSU to your motherboard and make sure all are firmly attached. A loose connection seems the culprit.

No, I get no beeps, because I have no speaker (really thought I added that, but seems I didn't). I've double checked all the cables, and both the 24 pin and 4 pin are locked with the plastic hook thing.
 


What about the 8-PIN CPU power connector?
 
Sometimes the motherboard can be making contact with the metal of the case, causing a short-circuit.

Check all the standoffs beneath the motherboard and make sure there are rubber/plastic shields in place. You can confirm if the case is shorting the motherboard by removing it from the case, placing it on the motherboard's box and attempting to boot with the GPU and PSU attached.
